Special Districts elections may be canceled if the number of candidates who file to run is the same number or less than the number of available offices. In that scenario, those elections are canceled by the Cochise County Board of Supervisors and the candidates are deemed appointed and elected to the open positions for the length of the term. This process saves districts the cost to conduct an election when it is not necessary. Any remaining open seats may be filled by the Special District Board.
