It is once again a true honor to author my annual letter and highlight another year filled with accomplishments and achievements by the dedicated men and women who proudly serve the mission of the Cochise County Sheriff’s Office.
Many have told me that in today’s world, law enforcement officers have a thankless job. Although, I understand the message, I whole heartily disagree. A law enforcement career is one of the most exciting and rewarding professions I know. Like our teachers, we don’t do it for the money, but for the personal satisfaction of helping others.
These professionals continue to serve your mission by promoting “Quality Service and Community” each and every day. It is rare that a day goes by that someone from our community doesn’t share an appreciation or positive thought with me regarding their treatment by one of these community professionals.
Last year, we stood united in our effort to bring the decade old employee salary levels to present day market values. The efforts and determination demonstrated by the members of this agency was remarkable. Although we didn’t receive all the funding we asked for, our team never wavered during this long and arduous process. Moreover, the overwhelming support from you, our community, in seeing this process through was amazing. I can’t thank you enough, and sincerely appreciate all you do in support of our deputies, detention officers, support staff and volunteers.
A state of the art regional communications center providing enhanced 911/radio communications for police, fire, and medical in your time of need will be unveiled this year. After many years of planning, organizing, and securing funds, I am very excited to finally see this vision become a reality. We hope by the beginning of this summer, the Southeast Arizona Regional Communications center will be in full operation.
Since February 2015, our Community Outreach Unit along with support from other public safety agencies, have successfully trained over 12,000 students, teachers, civic organizations and government employees how to react in an active shooter/violent situation. The value of this training was demonstrated during the recent Coronado Elementary School shooting. Educators, students and law enforcements swift reactions, because of their training, ensured an orderly and safe outcome.
Based on an above average number of incidents involving individuals exhibiting abnormal behavioral issues, we are implementing a Crisis Response Team. The goal is to provide early medical intervention to those with mental health issues. By doing so, we hope to decrease the number of potentially violent and life-threatening incidents requiring a SWAT response which reduces risk for our deputies and you.
Kicking off this year, is a new program which not only supports our economy, but also helps those seeking a second chance within our community. The program, in partnership with the Southern Arizona Contractors Association, provides inmates in the Cochise County jail employment opportunities prior to release from custody. A program with positive end-results for all involved.
Overall, 2017 was another very busy year filled with growth, stabilization, sustainment and yes, betterment. Our organizational culture is well defined and recognized by those serving. As their leader, I serve my employees with balance, fairness, equality and respect. I advocate for them, lead them and support them in their time of need.
It is no secret that our culture revolves around those we serve. Each member of this agency believes in the righteous and fair treatment of people. We will remain humble at all times and continue to build relationships with our fellow law enforcement professionals, elected and community leaders at all levels and most important, YOU, our citizens that live and visit this great county and state.
We have worked hard to build and strengthen relationships and partnerships within and outside the boundaries of Cochise County. The results of these relationships and partnerships have allowed this office to seek grants, funding and needed support to enhance programs that promote our public safety mission and your safety.
I would remiss if I didn’t thank Mr. Howard Buffett and his foundation, Governor Doug Ducey and his staff, and our local, state and federal leaders who have taken the time to listen and help address our concerns and support our programs. Whether it be border security, economy, drug epidemic, military or a special interest, these leaders illustrate community leadership. My recent visit to Washington D.C., thanks to an invite by Congresswoman Martha McSally, proved to be productive and beneficial as Cochise County was showcased during this historical event amongst our nation’s top decision makers.
Since I was elected, I have embraced the motto, “Sheriff for all the People” and this will NOT change. As I approach my 34th year as a law enforcement professional, I realize how truly blessed I am to be able to serve the people of this county for another year. I continue to be honored, humbled and committed to your safety and quality of life. I care about each one of you and will continue to look for innovative and creative ways of policing for you. As you read on our patrol vehicles, “Leading the Way Since 1881”, a legacy I am proud to represent and lead into the future.
Finally, we will continue to invest the time and transparency you expect which translates into trust. Challenges come in many ways, but as your Sheriff, one challenge that many don’t think about is the operation of a county jail. The Arizona Constitution mandates the 15 sheriffs manage and operate a jail. No easy task in today’s world of diverse expectations and governmental mandates. My jail commander is Kenny Bradshaw, who is a retired deputy warden from the Arizona Department of Corrections. His vast knowledge and experience provides me relief and confidence. Based on my experiences, no matter how many policies implemented, security measures and technology installed, training exercises, staff hired and trained, etc., no one cannot predict the unexpected.
Your Cochise County jails can accommodate over 300 people who have been arrested and/or ordered by a judge to be held in one of our facilities. The average daily population is 250 inmates. These inmates are kept safe by my 72 detention officers, which includes my jail commander. Covering 3 facilities, 24 hours a day, 7 days a week, one can see how lean of a staff I possess. Our main complex is located in Bisbee and we have 2-satellite facilities located in Sierra Vista and Willcox. Our main complex was built in 1986 and is due for a remodel, which includes an expansion for today’s demands. The offenses we see range from minor misdemeanors to felony homicide. I categorize two types of victims when someone is in my jail, those that have been victimized by the offender and the offender’s family.
Blended into the population are those with undiagnosed or diagnosed mental health disorders. Unfortunately, your jail is the largest mental health facility within Cochise County. We have a section within our jail that is reserved for special handling, normally used for violent offenders and/or those that need special attention/protection. This section is currently being utilized for our mental health inmates. I would be the first to admit, not the ideal location for these inmates, but with lack of attention and facilities within Cochise County and beyond, my detention officers now become the counselors/caretakers for these individuals. My staff and I are vigorously working to bring some solutions to this problem.
Speaking of my detention officers, I can’t say enough about these professionals. Their dedication and attention to detail is critical to their own and the inmates’ safety. I am so proud of their efforts and commitment to our jail operations. The current starting salary for these professionals is $32,000.00/ annually. Recent efforts by my leadership team, we have increased these salaries to include implementing a performance-based step program. The overall turnover rate within the Sheriff’s Office is one of the lowest in Cochise County, at a rate of 11%, excluding my jail. The position of detention officer is not an easy one to fill. It takes that right individual and character to fill these vacancies, which has been a serious challenge for my leadership team.
The culture within our jails is one modeled around rules, consequences and shared/earned respect. Most inmates, granted, do not want to be in my jail, but understand and respect the consequences of their actions. Frankly, some just don’t care and spend most of their time calculating ill-will thoughts on how to get out and/or manipulate my staff. Others are filled with varying degrees of emotions, prompting that extra attention from my agency’s chaplain and counselors. No matter what attitude is being played out, my detention officers must be vigilant at all times, as their safety is my number one priority.
Finally, my staff and I accept our mandates and responsibilities to provide an efficient, effective jail and will always seek out best-practices for those we serve. Most important, please join me in sharing my appreciation and gratitude for our detention officers who proudly serve in our jails and communities.

Testimony of Mr. Mark J. Dannels, Cochise County Sheriff, Arizona before the Senate Committee on Homeland Security and Governmental Affairs Hearing on “Securing the Southwest Border: Perspectives from Beyond the Beltway” on March 17th, 2015.
Chairman Johnson, Ranking Member Carper, and Members of this Committee, thank you for the invitation to speak to you today on this very important subject.
History of Cochise County
With eighty-three miles of international border within its jurisdiction, Cochise County plays a significant role in combating drug and human trafficking organizations and the associated violent crime which adversely affects Arizona residents and other areas throughout the United States. In 1990 the Office of National Drug Control Policy (ONDCP) designated Cochise County as a High Intensity Drug Trafficking area within southern Arizona. This designation is a direct result of overwhelming and sustained levels of illicit drug and human trafficking within Cochise County.
With 6,219 square miles, Cochise County is as large as the states of Rhode Island and Connecticut combined. The estimated population of the county in 2010 is approximately 131,346. The geography of the county consists of seven incorporated cities to include the historical town of Tombstone surrounded by vast areas of desolate and uninhabited desert and mountainous terrain. The seven cities only represent a combined area of 214.2 square miles, leaving 6004.2 square miles of unincorporated area. These desolate areas are routinely exploited for smuggling routes by the drug/human traffickers and pose one of the greatest challenges to local law enforcements effort in establishing border security and interdiction efforts. Cochise County is the 38th largest land mass county in the United States. Cochise County is home to the United States Army base, Fort Huachuca. Cochise County is well known for its legacy agriculture to include ranching and farming.
Unlike other border counties in Arizona, Cochise County is unique in that there are two cities in the Republic of Mexico situated on the international border within the county. The cities of Agua Prieta and Naco, with an estimated population of 80,000 and 10,000 respectively, are well know to U.S. Law Enforcement officials as staging and operational centers for one of Mexico’s largest and most notorious drug cartels. The Sinaloa Cartel has long employed the use of local Mexican Drug Trafficking Organizations (DTO’s) to carry out the Cartel’s drug distribution and transportation into and throughout the Unites States. These local DTO’s also utilize their established smuggling routes in Cochise County to transport the Cartels illicit profits such as U.S. currency, firearms, and ammunition into Mexico. A large portion of the profit is used to sustain control over the corridor through the use of violence against law enforcement, rival trafficking organizations, and bribes of government officials.
The Mexican drug trafficking organizations operating in Cochise County are highly sophisticated and innovative in their transportation methods. Aside from the normal use of human backpackers (mules), clandestine tunnels, and vehicles the trafficking organizations have resorted to the use of ultra light aircraft which cannot be detected by normal radar, cloned vehicles appearing to be law enforcement or other legitimate companies, and most recently the use of catapults which hurl bundles of marijuana into the U.S. to awaiting co-conspirators. The organizations utilize sophisticated and technical communications and counter surveillance equipment to counter law enforcements interdiction tactics and strategies. Scouts or observers are strategically placed along smuggling routes to perform counter surveillance on law enforcement and report their observations to those controlling the drug/human smuggling operation so they may avoid and elude law enforcement. The use of cell phones and sophisticated two-way radio encryptions for communications are standard equipment, as are night vision and forward looking infra-red devices.
Violence against innocent citizens, public officials, law enforcement, and rival drug/human trafficking groups in Mexico continues to escalate. Cochise County’s law enforcement and private citizens fear that it may spill into the county was realized in 2010 with the senseless murder of a long time Cochise County resident rancher. Further complicating the concerns is the potential for foreign terrorist to employ drug/human trafficking organizations to smuggle individuals and or weapons of mass destruction into the United States through Cochise County.
The adverse affects of the drug and human trafficking organizations operating in Cochise County not only have significantly diminished the quality of life of county residents, but also placed unbearable strain upon the budgets and resources of private and government agencies in the county.
Historically, illegal border crossing and smuggling (drugs and people) efforts are well known in southern Arizona and is a way of life for many residents within Cochise County and along the southwest border. It was not alarming to find large groups of undocumented aliens coming through private and public lands searching for the American dream. Unfortunately, over time these groups became more reckless, aggressive and violent bringing unrest to the citizens living on the border. Examples of this include reckless high speed pursuits, assaults on citizens, rapes, kidnappings, murders and home invasions to steal one’s private and personal possessions. It was apparent that the search for the American dream was being shadowed by these mules, coyotes, bandits and transnational criminals that prey upon our citizens.
Having the true-life experience to live and work as a law enforcement officer/deputy and now Sheriff in Cochise County since 1984, it has been an educational lesson for me reference border security. I have witnessed the escalation of violence by these careless assailants on our citizens raising the question, who actually controls our borders? Cochise County has become known as the gateway to illegal activity for those that unlawfully enter into the United States.
Federal Government’s Border Security Plan of the 90s
In the early 1990s, the federal government prepared a plan to address the unsecure, unsafe border. At a press conference in Tucson, Arizona, a Border Patrol spokesman announced their intent to secure the populated areas of the border, specifically San Diego, Yuma and El Paso and the International Ports of Entry. These targeted areas, which I call the “Ps = Ports and Population”, would be the federal government’s focus points. The second half of their plan was to reroute the illegal activity/disturbances into the rural parts of the southwest border with the thought that these cartel organizations and smuggling groups would be deterred by the rugged and mountainous regions along the border.
Since the release of the plan, many changes have taken place. Specifically, Cochise County has increased their staffing of Border Patrol agents from a handful of agents to an estimated 1300 agents stationed within Cochise County. To add, an estimated 200 Custom agents working at the port of entries (Douglas and Naco) and within the Cochise County to secure and protect the estimated 83 miles of international border. Infrastructure, such as metal fencing, lightning, cameras, sensors, radars, etc. have been installed between both ports and some distance beyond bringing some needed relief to this area and those that live within. Secondary immigration checkpoints were established on routes (roadways) 20 – 40 miles north of the border. The plan has been in place for over 20 years and the following are some thoughts regarding the plan:
• Reduction in illegal activity between the protected areas (ports)
• Decrease in larger groups of undocumented aliens between the protected areas (ports)
• Increase in illegal activity outside the protected areas (ports)
• Fear/Frustration increased in rural Cochise County/Southwest Border
• Ranch and Farm lands damaged due to increased illegal activity
• Property (fencing, livestock, waterlines, etc.) damaged
• Burglaries/Thefts increased in rural Cochise County/Southwest Border
• Violent Crimes increased i.e. Homicides, Assaults, Rapes, Drug and Human Smuggling, etc. in rural Cochise County/Southwest Border
• Transnational Cartels/Smuggling Organizations controlled and set up smuggling routes in rural Cochise County/Southwest Border
• Lack of Border Patrol Agents directly on border but north of border
• Secondary checkpoints became international ports within communities resulting in disturbances/illegal activity during all hours of the day or night
• Lack of Re-Definition to the plan of the 90s (time erased history)
• Loss of recreational land use due to fear of criminal activity
• Economic decline (Cochise County largest decrease in population)
• Legacy Ranches being sold
• Lack of Federally elected leaders to address unsecure border/fears creating a lack of trust and anger by citizens
• Questionable consequences by federal government by those committing border crimes
• Undue pressure on local law enforcement/Sheriffs to address issues, fear, and consequences for those committing crimes
• Lack of funding for local law enforcement/criminal justice system/corrections in order to address border crimes at the local level due to federal government lack of intervention
• Border Security shall be a Mandate, not a Discretionary program
• Border Security v. Immigration Reform (two different programs not to be blended
• Lack of Trust and Confidence in Federal Government = Border Patrol as arm of Federal Government
Action-Based Solutions Local Government
Local Solutions and Programs are no longer a thought, but a reality for bringing relief to our citizens who consciously choose to live near our borders. No better example of the importance of local law enforcement during a national crisis was the terrorist attack on September 11, 2001. First responders from local police and fire were the first on scene to address this horrific threat. Local law enforcement is best suited to best understand community needs and solutions based on the expectations of their citizens. Community policing begins and succeeds at the local level first.
As the Sheriff of Cochise County, I felt it was my elected and statutory duty (oath of office to support the United States Constitution and the Arizona Constitution) to protect and secure the Freedoms and Liberties of my citizens, with or without the help of our federal law enforcement partners/policy makers. No longer a debate by those that live in the rural parts of the southwest border, the rural parts of the Southwest Border are NOT secure and are vulnerable for ANY type of transnational criminal activity.
Working with limited budgets and staffing, sheriffs along the southwest border struggle each and every day to find ways to enhance the quality of life/safety for those they serve and bring a general sense of deterrence for those choosing our border as a venue to promote their criminal enterprises. The following bullet points are action-driven solutions implemented in hopes of bringing some relief and sense of security for those living in Cochise County:
• Transparency + Time = Community Trust
• Collaborated Efforts by all 3-levels of Government
• Law and Order Partnership between Sheriff and County Attorney
• Private and Public Funding donations/grants to purchase upgraded equipment/communications
• Installation of New Radios/Towers/Consoles/Microwave
• Portable Radios to Citizens/Ranchers/Farmers/Schools
• Interoperability/Intelligence Sharing at all 3-levels
• Regional Application for Law Enforcement
• Financial Interdiction Unit
• Regional Border Team by Sheriff supported by Border Patrol, ICE, U.S. Forest
• Ranch Advisory Team
• Ranch Patrol
• Consequence Driven Prosecution (all 3-levels)
• Local Trail-Cameras, Sensors, ATVs, Thermal Vehicle, Off-Road Vehicle, etc..
• Factual Situational Awareness for Media, Elected Officials, America

Recommendations Federal Government
The Federal Government (elected and policy makers) has been slow to react to the voices and concerns of those living on the southwest border. Cochise County and other counties along the border have become VIP attractions venues for those seeking to make a difference or promising change only to become another faded high-hope. The following comprehensive recommendations are directly linked to our federal leaders:
• Re-define the plan of the 90s and build upon successes
• Political-Will to make Border Security a Mandated Program
• Border Security First, Immigration Reform Second
• Maximize Allocated Resources such as Staffing (only 43% of Border Agents in the Tucson Sector are assigned on the border)
• Support and Embrace First-line Agents that work the border regions, they have a dangerous job and it’s no secret that their frustration is high based on the unknown complexities reference their assignments, they have great ideas to share
• Secondary Checkpoints only after Primary border interdiction is satisfied by stakeholders
• Quality in Life/Citizens living on border supported by Sheriffs and State Governors regarding improved security/safety
• Funding supplement for Local Law Enforcement/Prosecution/Detention/Criminal Justice in support of border crimes
• Continued Funding and Support for Stone Garden Program
• Empowerment with action to Border Patrol Leadership/PACs (currently Cochise County has 3-dedicated and solution-driven leaders that work well with local law enforcement)
• Enhanced Funding for Regional Communication and Interoperability with local law enforcement
• Cultural/Quality in Service Training for Border Patrol Agents working in rural counties
Our local efforts have proven to be beneficial in bringing over-due solutions to an unsecure border that has become a discretionary program by those federally elected leaders and policy makers that have been entrusted to protect our freedoms and liberties. As a Sheriff elected by the good people of my county, my biggest fear is another loss of life to one of my citizens and/or law enforcement officers/agents contributed to a border that is NOT secure. One would hope that securing our border doesn’t come without a price tag and/or political posturing, but the priority of safeguarding Americans that so many heroic Americans have already have paid the ultimate price for.
Today’s opportunity to address this group instills fresh hope that our voice does matter and on behalf of the citizens of Cochise County, Arizona and beyond, we hope you won’t forget us and will do your Constitutional mandate to bring positive change to an over-due vulnerable situation.
I will leave each one of you with an open invitation to visit Cochise County along with a personal-guided tour and visit with our citizens to hear/see first-hand America’s true rural border.

After serving in Cochise County since 1984, it is a true honor and blessing to have been elected as your 26th Sheriff. The legacy of the Cochise County Sheriff’s Office is rich in history and serves as a legacy agency for all that have previously and currently serve our mission. I am proud to call Cochise County my home and to have the distinct privilege to serve for some of the best people that have too called Cochise County their home.
As your Sheriff, I have established an organizational culture based on trust, transparency and teamwork supported by professionalism and a high standard of quality of service. Our three primary objectives are Organizational Development (embracing our employees), Border Security and Community Outreach in hopes of building partnerships and relationships to sustain our mission for all the citizens and guests of Cochise County.
Our valued partnerships with our fellow law enforcement agencies and citizens are vital to our mission and quality of life that we all cherish and embrace. We will continue to work toward the betterment of organization to ensure that we are doing business in a way that is most effective and efficient.
I do not take my constitutionally elected office for granted. I serve for and with the people of Cochise County in a manner that represents their best interests to guarantee their freedoms and liberties. As a Sheriff for all the people, I am vigilant in my duties and responsibilities to do what is right, not what is always popular.

On Tuesday February 12, 2013 Cochise County we held a Promotional Ceremony for those individuals who recently made rank from within the organization. The ceremony was my way of allowing for public recognition to those who worked hard to be selected to fill vacancies and to be a positive influence for the Sheriff’s Office.
Those in attendance for promotion had friends, family, and loved ones there to participate in a badge pinning process and to enjoy refreshments at the end of the evening.

I feel blessed, humbled and honored to have been elected Sheriff of Cochise County. I began my term as the Sheriff on January 1, 2013 and it has been a busy and productive month for all.
We have made several promotions and everyone is already working hard at continuing to make the Sheriff’s Office the best it can be in service to our community.
We are conducting a process for new hires. It is anticipated that over 100 people will apply for deputy sheriff positions within the department. It is critical that we hire the most qualified personnel.
Master Deputy Hadfield has been assigned as a Community Resources Deputy and her job is to make contact throughout the community. MD Hadfield is and will continue making contact with all schools in the county to assess their security and training needs and to enlighten them on the services we can provide from a public safety standpoint. MD Hadfield is also responsible for coordinating other events throughout the community such as with civic organizations, clubs, and government agencies. The command staff and I have been making visits throughout the county. We have valuable contacts with the majority of our federal partners as well as some of the local law enforcement agencies, rural communities, and civic groups.
Programs planned in the newer future include a Border Interdiction Team as well as a Ranch Patrol. These units will serve to liaison with our federal and community partners regarding border issues, and provide a steady means of communication between the Sheriff’s Office and the ranching community. These teams will also enforce laws with an emphasis along the border and address other problem areas. Staffing for these specialized assignments will be done after backfilling our vacant positions through the hiring process.
In the month of January, the Sheriff’s Office responded to almost 1500 calls for service or an estimated 50 calls per day everyday throughout Cochise County.
The Sex Offender Unit was also out throughout the month and attempted to make, or made contact with 21 registered sex offenders. Out of those 21 we identified one absconder (someone who was in violation of registration requirements), eight level 3 (high risk), eight level 2 (medium risk), and three level 1 (low risk) offenders.
Our Animal Control Division is staffed with five Animal Control Officers to cover all of the county areas and they have kept busy responding to 244 animal calls.
Our continued goal is to perform our duties in the most efficient manner possible and to maintain the oath we took to protect and serve all of the citizens in Cochise County. I look forward to fulfilling our mission and to being responsive to your needs as your Sheriff.

"To my fellow citizens of Cochise County and the United States of America,
Recently, I have spoken to several of my fellow citizens in Cochise County who have voiced to me their concerns and fears with the President’s recent decision to issue a number of executive orders aimed at gun control. Realizing the importance of this matter, I feel it is necessary to publish my official position on our Second Amendment rights, and what role I and my Office will have in this matter.
First, let me say, my heart goes out to the families and survivors of the tragic event in Connecticut, and to all those who may have lost loved ones in past violent acts. However, if history has taught us anything it is this; solely blaming firearms for acts of violence is not the answer. In my opinion, it amounts to nothing more than a play on emotions in an attempt to pacify the immediate outcry, and is a disservice to those we, as elected officials, are sworn to serve and protect.
As Sheriff, I was elected by the citizens of Cochise County to represent them and their interest. I and my Deputies shall not be used as a surrogate of any government entity to violate the civil rights of the citizens of this great Nation. My loyalty lies within the oath of the Sheriff’s Office, which reads, in part, as follows: “I solemnly swear that I will support the Constitution of the United States and the laws of the State of Arizona; that I will bear true faith and allegiance to the same and defend them against all enemies whatsoever, and that I will faithfully and impartially perform the duties of the office of Sheriff, according to the best of my ability so help me God.”
If I have learned anything during my twenty-nine years as a lawman, it is this; education, prevention, and enforcement are the three keys to successful crime prevention. We are a Nation of laws designed to protect our citizens, establish peace and order, and above all preserve the Constitutional liberties of all. With that said, no one person or branch of government can single handedly solve the complex issues of crime prevention. There must be a collaborative effort on the part of Law Enforcement and our Judicial, Educational, Medical, and Legislative partners to develop a comprehensive crime prevention strategy, which takes into account all of the contributing factors, not just the most convenient.
In closing, while I respect our Nation’s elected Offices, as the duly elected Sheriff for the citizens of Cochise County, I and my Office will ensure the Constitutional Rights of the citizens of Cochise County are not infringed upon and will not permit any official, federal or otherwise, to attempt to do so.

We are being inundated with citizen inquiries on where the Sheriff stands on the Second Amendment and the right to own firearms. The Sheriff is in the process of preparing an official statement on this issue which we will post on our webpage and facebook.
Your Sheriff was elected by the citizens of Cochise County and no one else. Your Sheriff's Office will not be used as a surrogate to violate the civil rights of the citizens of our great Nation.
